i got antique furniture that was slightly damaged. Any suggestions on how to best repair this without lowering the value of the piece? Ive got the small piece that broke off.

Seen this in a car wash the other day, here in Arizona and was wondering what it was used for, i was thinking something along the lines of some sort of strainer?

I believe this was found on an orchard. It's wrought iron. There are actually two in the picture, one is hanging off of the other. Each hangs from a hook and has two rings of different sizes connected to eachother. Any ideas? Thanks
