Strange brush

Description:

I found this in the basement of a house I bought. It's a brush, but sticking off the back is what looks like a large flat-head screwdriver. My theory is that it was some kind of fireplace tool because of the coiled handle, but I really have no idea, it was just hanging on a wall in the basement.

Looks like a chipping hammer used to chip and brush slag off arc welds. Hammers like this are made today with the same type of coiled handle.
