The tool has 2 places w/ writing, one piece it states the following: "Rotary Striper" yes it's with only 1 p. Another portion states the following: "Motor Industries Co. MFRS. LA CROSSE, WIS. PAT. It's a tool for painting stripes, on cars presumably. Like so:
