I think the answer to your question is "Both". Just depends on whether you like the plant or not. It looks *very* much like Tragopogon pratensis, called Yellow Goatsbeard or sometimes called Meadow Salsify. Or possibly a close cousin. http://www.illinoiswildflowers.info/weeds/plants/yl_goatbeard It is very wildflowery rather than showy, but I love it. People actually buy it for wildflower or cottage garden areas. Check it out, and see if you want to keep it or pull it. At least in my area of SE MI, it does not 'weed in'.
