Where is it? Hawaii? Australia? North Carolina? Singapore? Florida? That info would help.

It looks as if it is one of the Hebes of which there are many varieties.

It is a Hebe. We have lots of them. They do bloom the purple spike and are pretty tolerant to cold. Extreme cold will kill them back and some do come back. We always trim them with a hedge trimmer after they bloom to keep them more compact. There is also a dark burgundy one that has a similar color bloom.
