I'm guessing, but I think it was probably a squeege for lathe and plaster walls.

Hard to tell by the picture if the blade is rubber or metal. If it is rubberized, then I agree with commandersprocket. If it is metal, m guess is that it is a scrpaer to fit a profile on wood molding to produce a smooth finishe. I would just clean it and display it with other old odd tools.
