That is what's known as a high precision 1-2-3 block (Google "1-2-3 block" to see more). It's used in machine shops to make setups for machining or inspection. If you measure it, you will probably find that it is exactly 1 x 2 x 3 inches. Some of the holes may also be threaded.

That's it. And they are often used in pairs. If you have two, and are looking to sell them, don't break up the 'set'. Leo
