Ehhh this one is always brought up on the internet. Personally i think its just a screen door and windows in the background. Although I believe in ghosts I doubt they would look like that.

I love Dwindle's answers! The thing on the right looks like a dog, a bull terrier or something, the one on the left looks like a little kid or a human.
With a bow tie, hee hee! But yeah, the whole thing is pixelated, low res, tampered with, fake, and what the heck does a ghost look like anyway? If you're going to go in that direction, I'd go with gnomes, elves, gremlins, or hobgoblins.

Look carefully at the pictures in the screen door. On the left is our friend Colonel Sanders. He happens to have a bucket of extra crispy chicken legs, which is why Brutus the bulldog is there. He loves legs, and so do I.

I go with the idea that's a window in the door reflecting the scenery. It appears to be a tree, road, houses on the other side of the street, etc.
